    Shanghai Finance & Talent Services Co. Ltd, also known as ChinaRencai, is a comprehensive service organization with significant influence in China's education and training industry and the field of payments and tax professional consulting. It covers multiple areas, including education and training, talent intermediary services, and professional consulting. The company is headquartered in Shanghai, China, and is equipped with advanced teaching facilities, remote teaching capabilities, and a professional team, ensuring high-quality and widely accessible education and professional consulting services.


    ChinaRencai not only has an extensive business network throughout all provinces and cities in China but also holds multiple government-approved licenses. These include a school operation permit, a foreign expert introduction permit, a telecom value-added (distance education) permit, a publication business permit, and a vocational intermediary permit. Additionally, ChinaRencai is an organization approved by the Ministry of Education of China (a government department) for the 1+X payroll management vocational training and evaluation program (a national examination institution).

    In December, ChinaRencai was established in Shanghai, China.
    In July, ChinaRencai and Ian, director of the Development Center of the University of Worcester and other British representatives discussed the introduction of the basic system of ten comprehensive capabilities of fiscal and tax personnel to China.
    In April, Ian Edger, head of the British expert group of the Tax Assessors, gave a lecture to the Young cadre Class of the State Administration of Taxation at the Tax Cadre College of the State Administration of Taxation. In June, the large-scale lecture series of "Salary Management and tax preferential Policy and Key talent Incentive Practice" jointly organized by ChinaRencai and Shanghai Modern Service Industry Promotion Association was delivered in Shanghai Pudong Civic Center.

    On March 11, China Business Federation and ChinaRencai officially submitted the new occupation declaration materials of "Payroll Division" to the Ministry of Human Resources and Social Security.     In October, the International Payroll Division PTA-ATHE program was recognized and approved by the IFA British Association of Financial Accountants. On October 14, China Business Federation, Shanghai Talent Service Industry Association and Cainet jointly participated in the defense of the Ministry of Human Resources and Social Security's "Payroll Division - New Career Expert Evaluation Meeting". In December, the Ministry of Human Resources and Social Security issued the Letter [2019] No. 67 of the "Notice on the Publication of New Occupational Information" concerning new types of payroll collectors.
    On February 25, the Ministry of Human Resources and Social Security of the People's Republic of China, the State Administration for Market Supervision and Administration, and the National Bureau of Statistics jointly issued the Notice of the Bureau of Statistics Office of the General Office of the General Office of the Department of Human Resources and Social Security on the release of professional information such as intelligent manufacturing engineers and Technicians.     In February, the "Professional Skills Evaluation Standards for Tax Payers" (Human Rights Association [2021] No. 2) passed the review of China Association for Personnel Exchange. In April, the "Payroll and Tax Service Outsourcing Standards" jointly formulated by Shanghai Talent Service Industry Association, Shanghai Certified Tax Agents Association and ChinaRencai was approved by Shanghai Human Resources and Social Security Bureau and Shanghai Human Resources Service Standardization Technical Committee.
    In May, the National Vocational Skills Standards for Enterprise Human Resource Managers (Payroll and Tax Payers) jointly formulated by experts from China Association for Personnel Exchange, China Business Federation, ChinaRencai and other units passed the preliminary examination of the Ministry of Human Resources and Social Security. In June, the group of experts led by ChinaRencai completed the proposed draft of the Ministry of Human Resources and Social Security's Corresponding Guidelines for the New occupation (work type) and Training Program (Specialty) of "Payroll Technician". In July, the "payroll Division" appeared at the first National Human Resources Service Industry Development Conference.
    In October, a study on the Corresponding relationship between Payroll and Tax Service Industry and the Classification of national Economy Industries and the Management Responsibilities of relevant industry authorities, written by Caicai.com, was published in the column of "New Occupation" of China Training, a periodical supervised by the Ministry of Human Resources and Social Security. In November, the national core Chinese journal "China Business Theory" set up the "Payroll Technician ®& Payroll Management" column to provide a theoretical research base for payroll management/payroll service practitioners in China.
    In August, the "International Payroll Education, Training and Evaluation Standards 2022 2.0" was released. In September, the "2022 Global Tax Policy Sharing Meeting for High Net Worth Individuals and the Main Responsibilities of International Tax Collectors" was held. In September, the salary management vocational skill level certificate was recognized by the National Credit Bank of Vocational Education. In December, the final of the first National Payroll Professional Skills Competition was held.
    In September, the "International Payroll Service Code" group standard was released, which clarified that international payroll service practitioners should hold one or more of the PTA-ATHE certificate and the professional qualification certificate of Tax agents. From September to December, PTA-ATHE, as a Sino-British vocational education international cooperation demonstration project, appeared in the 2023 Service Trade Fair, Import Expo, Human Services Conference and other conferences, to help Chinese payroll engineers and international standards, for China to train international payroll affairs service talents who can go global.
    In January, the National Development and Reform Commission listed "payroll and tax affairs services" as an encouraged industry in the Industrial Structure Adjustment Catalogue (2024 edition). In January, the "National Professional Standards for Enterprise Human Resource Managers (Payroll and Tax Managers)" (Trial), drafted by China Association for Personnel Exchange and Cainet, was officially released by the Ministry of Social Security of China.
    In January, China's first international payroll firm "Shenzhen Qianhai Caicai Payroll International Payroll Firm Co., Ltd." officially settled in Qianhai, Shenzhen. In March, the "International Payroll Education, Training and Evaluation Standards 2024 version 3.0" was released. Combined with the development characteristics of the industry in the new era, athe Chinese and British experts have formed the world's first "Personal income Management and tax-related practice professional technology system", and improved the international payroll technician PTA-ATHE project certificate system.
